Systems Consulting, LLC (SCL) is a professional services firm that provides engineering and construction management services in the transportation and environmental markets. We offer project controls, staff augmentation, and consulting services for agencies, governments, and award-winning AEC corporations that specialize in public infrastructure. Since our founding, SCL has completed over 300 projects through design-build, alternative, private-public partnerships (P3), and general contracting/ construction management (GC/CM) delivery methodologies.

Our story

SCL was started in 1999 by Gretchen and Everette Adams as a response to a growing demand for innovation in project delivery. We found that some of our customers were facing dilemmas meeting their projects on time and budget and needed someone they could count on. They wanted improvements to project delivery, so we started offering project controls to produce the results they were after.

In 2001, we performed services for King County (KC) alongside their Department of Natural Resources Solid Waste Division. During an area closure of the Cedar Hills Landfill, this contract posed new demands as we faced different technologies and experiences. But the results of this award-winning project paid off, proving to be an accomplishment for SCL as it established us in the water and wastewater treatment markets. As a result of our team’s efforts to deliver reliable results, KC extended our contract from a 4-year to a 12-year term.

Soon after our founding, we partnered with Sound Transit as a Quality Assurance Auditor for a $7.6 billion regional mass transit project, the Capital Projects Program Lifetime Capital Plan, in 2002. Our work entailed audits to verify that the project elements were acceptable, developed, documented, and implemented across its progress. We have since forged a long-term successful relationship with Sound Transit and continue to support them as their needs evolve.

Eventually, our projects broadened our reach outside the Washington market, and we built a strategic partnership with the Regional Transit District (RTD) in Denver, Colorado. Serving as Quality Assurance Manager for RTD, we joined the first P3 for commuter rail in the US during the FasTracks Eagle project in 2010, valued at over $2.3 billion. This project included over 36 miles of commuter rail and 15 stations from the Denver International Airport to downtown Denver Union Station. In our role, we established the first team with a Design-Build-Finance-Operate-Maintain (DBFOM) delivery methodology to register with ISO 9001:2008.


Continuing our expansion, we began to work in Los Angeles, California, alongside LA Metro. After completing the Little Tokyo/Arts District Station successfully in 2016, Metro granted further responsibility to us to provide program-wide quality management for trains, busses, and more on several upcoming large capital projects that continue to this day.

As we expand our markets and capabilities, we advocate for agencies and the communities they serve. Through close collaboration, we enhance the scope of work, build capacity, and deliver reliable project management, controls, and quality oversight. Over 90% of our clients have grown to expect the same dependability to work with them on their next endeavor.

Systems Consulting, LLC is a registered engineering firm in the States of Washington, California, and Colorado, with headquarters in Tacoma, WA. SCL is a certified DBE, MWBE, SCS, and SBE Company operating within the generally accepted standards of professional care, which entail compliance with all applicable laws, regulations, and codes.
